The roles and function of civil service in Nigeria
Public service is a department in executive arm of government charge with the responsibility , duty of execution of government programs and policies of government. The civil service workers are civil servant
The characteristic of civil service
1. Neutrality: The civil service and its works civil servant are not expected to participate in any political activities in other to go with the government in power
2. Permanent: the civil service is permanent institution of government it doesn’t end, expiries or change with the government that establish it
3. Civil servant are civil service: are to serve any government in power without fear or favour
4. Expertise: the civil servant are expected to be expect, professional in carrying their job
5. Bureaucracy: civil service have rules and procedures which are expected to follow in accordance with the rules states.
Structure of civil service
1. Administrative class administrative is the highest grade of civil servant of the civil service. The members of this class are Director General, Permanent secretary, Deputy and Ass Director general, principal officer.
2. Executive class this include the higher Executive, Senior Executive officer, Assistant Executive officer, professional Diploma and first Degree holders etc.
3. The Professional or technical class this class are train or employ base on their professional knowledge and skill they acquired they are the majority.
4. The clerical these are the class of workers like typist, office clerks, clerk assistant etc.
5. Messenger Auxiliary class these include mechanic, driver, messenger, cleaner etc.
Function of civil service and servant
1. Policy formation: civil servant give information base on the experience acquired in administration to formulate government program and policy.
2. Give advice to government: they advice government through the ministers and commissioners
3. Legislative function: they perform legislative function through delegate legislative to nake rules and bye laws etc.
4. Policy execution: civil servant is the executive arm of government charge with the duty of executing day to day government programs and policies.
5. They contribute in the process of making law, civil servant furnish useful information to the legislature through the executive arm of government.
6. Budget preparation: they provide reasonable information and help in executing the budget.
7. They enlighten and educate people: civil servant play significant role in enlighten and educating people about government program and policy.
Problems of civil service
1. Political instability: the frequent change of government lead to changes of top civil service like ministers, commissioner and sometime Director General, Permanent Secretary which affect government programs and policy.
2. Bribery and corruption: bribery and corruption have become order of the day and take over civil service which slow down the performance.
3. Negative altitude to work: civil servant regard their job as government does not require seriousness.
4. Political interference: in this days government doesn’t give free room for civil service to run their affairs.
5. Lack of qualify personnel
6. Inadequate training facilities
7. Over staffing and wastage of man power
Control of the civil service
1. Legislative control: legislative have the right to check and call or invite minister, commissioner to explain the action perform.
2. Through general order: the rules and regulation that guide and regulate the condition of service and duties of civil service
3. Public service complain commission (ombudsman}.
